Arirang suspected of dubious deals with affiliate

State-funded Arirang TV is under investigation for allegedly outsourcing work at an abnormally high rate and giving unsolicited business favors to its affiliate, Arirang TV Media, according to the Anti-Corruption and Civil Rights Commission (ACRC) Friday.
The state-run watchdog suspects that the English-language broadcaster may have paid much higher than the market rate for certain translation projects to its sister company between 2005 and 2007, possibly to create a slush fund.
"We believe that dubious deals might have been made between the two companies, but have yet to conclude whether the alleged mismanagement was intentional or an administrative mistake", an ACRC official told The Korea Times.
According to Arirang TV documents The Korea Times has obtained, the public broadcaster outsourced Arab language translations at 712,800 won ($637) for a 30 minute TV program in 2007. But the outsourcing fee plummeted to 160,400 won from 2008.
"Excessive payments to Arirang TV Media stopped after a 'corrupt official' left the production department to head another one in 2008", an informed source said.
"The ranking official was a close associate of a former Arirang TV staff member who allegedly helped Arirang TV Media win the bid for the Arab language translation service".
Arirang TV claims that the outsourcing fee for Arab translations has sharply dropped as concerns were raised over the high cost and such services have become more readily available.
Meanwhile, the ACRC suspects that some officials at the TV station may have continued to maintain an "inappropriate courtship" with Arirang TV Media even after a major staff reorganization in early 2008.
An insider at the TV station has also raised suspicions that the allegedly "corrupt official" who is believed to have coerced his subordinates to operate a host of "borrowed-name" bank accounts during the period might have been involved in the case
The official is accused of coercing a former chief producer of the entertainment news program "Showbiz Extra" to pay certain employees only half of their wages in order to build a slush fund for himself.
Some suspect that after his departure from the production team in 2008, other Arirang TV officials may have maintained a similar practice with English translations.
According to a document that Arirang TV submitted to the watchdog, the broadcaster began to outsource English translations for English language programs, such as Showbiz Extra and Pops in Seoul, to its affiliate between 2008 and 2010.
"I don't understand why Arirang TV has to spend extra taxpayers' money for English translations of English-language shows, which are readily available in-house", the source said.
Since 2008, the English translation outsourcing fee for a 30-minute program has been set at 233,454 won, even higher than that for Arab translations for the same show length.
Arirang TV told the paper that the transaction information The Korea Times reviewed should be accurate, but Arirang Media denied this, claiming it has never received any such payments.
"Why would we charge or receive any money from Arirang TV for translating English language programs, considering that English scripts are readily available", an official of Arirang TV Media said.
Arirang TV outsourced a total of 2.6 billion won worth of translations to Arirang TV Media in 2007, but the amount nose-dived to 1.6 billion won in 2010.

하지만 권익위는 이런 수상한 거래가 불순한 목적을 가지고 조직적으로 이루어진 건지 아니면 방만한 경영의 결과인지는 아직 명확하지 않다고 보고 있다.
본지가 확보한 자료에 의하면 아랍어 번역의 경우 아리랑TV는 아리랑 TV 미디어에 30분 분량의 방송 번역을 712,800 원에 외주를 주었다.
하지만 아리랑 TV 미디어 제작팀 팀장 등 주요 제작진 관계자의 인사 변동이 컸던 2008년 이후부터는 동일한 30분 분량의 아랍어 방송 번역을 4.4배 낮은 160,365원에 납품하는 하고 있는 것으로 알려져 있다.
한 내부 관계자에 의하면 차명계좌를 운영해 인건비를 횡령한 혐의가 이미 포착된 전 제작팀 팀장이 보도국 팀장으로 발령이 난 후 납품 단가가 대폭 낮아졌다는 것을 지적하며 그가 이런 수상한 거래와 관련되었을 개연성이 있다며 의혹을 제기했다.
아리랑 미디어 TV의 아랍어 번역 수주는 전 제작팀 팀장과 친분이 두터운 전직 아리랑 TV 직원이 깊게 관련이 되어 있는 것으로 알려져 있다.
하지만 이와 관련 아리랑 TV는 해외 아웃소싱 등으로 인한 아랍어 번역 시장 단가가 낮아진 것이지, 다른 이유가 있는 것이 아니라 밝혔다.
