Cho Jung-seok exempted from National Duty, why?

Cho Jung-seok was exempted from National Duty and everyone is curious as to why.

He was pardoned from National Duty in 2012.

His management claimed, "Cho Jung-seok's father passed in the year 2000 and he was the only one who could take care of his mother".

"The Military Manpower Administration checked his personal inheritance and taxes and acknowledged that there was no one else to take care of his mother and pardoned him".

Apparently, Cho Jung-seok was on student loans while he went to university.
