The opening coincides with the seventh anniversary of his death on May 23.
Roh's widow Kwon Yang-sook already moved out of what was to be their retirement home to a nearby village last fall.
Roh's personal belongings are kept as they were at the time of his death, a close associate said.
Kwon has had some difficulty living alone there since his death and decided to open the complex to the public instead.
For the first month, visitors must apply to the foundation's website for a pass to visit on Saturdays and Sundays, but thereafter the home will be open every day.
