According to the Seoul Metropolitan Government, traffic in the Jongno district where the pavilion is located will be restricted from 10:30 p.m. to 1:30 a.m. for the event.
All vehicles passing through the area will be required to take detours during that time, while public transportation services will be extended until 2 a.m. to help people get home after the celebration.
The event has been held annually since 1953. Some 11 selected citizens in various fields including Pengsoo, a penguin character on a YouTube channel, and baseball player Ryu Hyun-jin, who recently signed with the Toronto Blue Jays, will strike the bell to usher in the New Year at the stroke of midnight.
