It doesn't seem like the situation in Joseon is going to get better. The Ming Dynasty is demanding ridiculous things and Japan was planning an attack. Joseon was in danger.

Seon Jo (Kim Tae-woo) was in deep thought. The people were complaining as they were poor and they had to deal with military and labor.

Lee San-hae (Lee Jae-yong-I) explained, "How can we defend an outsider attack that we are not even sure of? Even if that's the best choice, this country will rise in uproar before that". He was sure reducing the size of the military was going to calm people down.

Ryu Seong-ryong's problem was not the military but the unfair tax system. "The revolt is because of unfair tax payment and the military. Ryu Seong-ryong took a step back and claimed that the development of the battleship had to continue. However, the state treasury was running out and that was no timing to reform taxes.

Seon Jo took a stance saying, "The Ming Dynasty is asking for 10,000 silvers for the messenger. Ryu Seung-ryong, wasn't that your idea? Stop building the battleship".

Such a good idea as the battleship was too big for one person to try and do it. Ryu Seong-ryong had be stopped and how did he lead the revolt to success?
