It meant that they throne was going to be given to someone else while the king was still alive. When the king says this, the heir the prince and the ministerial must implore the king until he withdraws his announcement.

Lee Seon had already implored the king on this matter since he was young. Yeong-jo had said this like a habit and tortured Lee Seon every time he was in some kind of conflict with Kim Taek (Kim Chang-wan).

Yeong-jo announced abdication to see what Kim Taek's reaction was, but he didn't show up at the scene of the judging. Yeong-jo said, "There's no way Kim Taek will appear this stubbornly unless it's the secret document". The secret document was something Yeong-jo signed under threat of Kim Taek when he was a prince and was holding him back.

Yeong-jo thought the document had been burned 10 years ago, but it was actually in the hands of Lee Seon's friend, Sin Heung-bok (Seo Jun-young). Sin Heung-bok felt his life was endangered, then he tried to deliver the documents, but Lee Seon was at the scene of Yeong-jo's judgment and couldn't meet him. In turned out that Yeong-jo had fallen for his own trap.

The preview of the next episode showed Sin Heung-bok being murdered.
